The U.S. airstrikes prompt Yemen to plan a ground offensive against the Houthi armed forces.
On April 15, Yemeni and U.S. officials said Yemeni militias are planning a ground offensive against the Houthis, and they are trying to take advantage of the situation as the U.S. bombing campaign weakens the Houthis' capabilities. The officials said Yemeni factions felt an opportunity to drive the Houthis out of at least part of the Red Sea coast. Since the Houthis seized power over most of the country's northwest, they have controlled them for the past 10 years. U.S. private security contractors have advised Yemeni factions on possible ground operations, people involved in the plan said. U.S. and Yemeni officials say the UAE, which supports the factions, has presented the plan to U.S. officials in recent weeks. U.S. officials said the U.S. was open to supporting ground operations by forces on the ground, but noted that no decision had been made on whether to support the effort. The officials also said that the United States did not lead the negotiations on ground operations.
