IT engineer denies giving up on searching for 8000 Bitcoins and plans to issue a new Token CeiniogCoin

[Coin World] Earlier this week, multiple posts on social media claimed that IT engineer James Howells from Newport, UK, has officially ended the search for the 8,000 BTC he lost. James Howells stated in a private message to a media outlet on social platforms: "No, I have not 'given up'. Some parts of the story circulating are true, but not as they describe it." Howells explained that on July 1, he formally submitted an acquisition and excavation proposal for the Newport landfill to the leadership of the Newport City Council, legal team, and a council member, with a value ranging from $33 million to $40 million. To raise acquisition funds, Howells announced plans to launch a token based on Ordinals in October, representing 21% of the lost wallet's value. According to Howells, despite the substantial offer amount, Newport has not responded to the proposal or confirmed receipt. So that's the situation; if they don't sell, there is no need to purchase the landfill through token sales. I am no longer seeking to acquire the landfill, no longer pursuing excavation or restoration work, and no longer engaging in dialogue with the city council or its representatives.

Howells stated that he simply "transitioned" his strategy but has not given up on recovering the lost Bitcoin, as he still is the legal owner of the 8,000 BTC and cited a High Court ruling from January of this year as his basis. The city council may own the hard drive, but they do not own the digital contents on the drive — these 8,000 Bitcoins legally belong to me, and anyone in the world can verify their balance at any time. Howells mentioned that he now plans to tokenize his legal ownership of the lost 8,000 BTC by issuing a Bitcoin layer two smart token called CeiniogCoin (INI), utilizing an upcoming network upgrade to remove the 80-byte limit on the OP_RETURN opcode in Bitcoin transactions, thereby releasing more functional space. The token is expected to launch after October and is scheduled for an ICO later this year.
